Owen brings extensive Plan Review services for both new construction and the renovation, expansion, and tenant improvements to existing structures. We have an outstanding track record working with public agencies and the private sector providing code compliance reviews, peer reviews, value engineering, and constructability reviews. The Owen staff has intimate knowledge of applicable government codes, standards regulations, and ordinances.
Owen provides on site inspection teams and activities, coordinates all required inspections, and ensures completion of project plans and specifications. We have successfully completed numerous large and complex federal, state, municipal, commercial and hospital projects, observing construction operations and assuring that all work is constructed and completed in strict conformity with the drawings, specifications, and requirements of each client.
The objective of commissioning is to provide documented confirmation that a facility fulfills the functional and performance requirements of the building, occupants, and operators. To reach this goal, it is necessary for the commissioning process to establish and document the criteria for system function, performance, and maintainability; as well as to verify and document compliance with these criteria throughout construction, start-up, and the initial period of operation. For the process to work successfully, it is important that the design team, the owner, the commissioning agent, contractors, and operators work together as a team throughout their involvement with the project. Owen can provide a full range of commissioning services that include, basic commissioning (Cx), LEED commissioning, enhanced commissioning, LEED enhanced commissioning, retro-commissioning (RCx), monitoring based commissioning (MBCx), whole building commissioning (WBCx), commissioning for high performance schools, (CHPS), and required Cal Green Commissioning.
One of Owen’s primary areas of technical service is providing ADA accessibility evaluations and designs of public and private structures, buildings, parks and recreation areas, water treatment plants, City yards and maintenance areas, and all areas of the public right of way, including sidewalks, streets and signals, access ways, and transportation centers, bus stops, and other infrastructure. We have a dedicated team of specialists, including in-house CASp’s, in ADA services whom are well versed with the 2010 ADA Standards for Accessible Design, “2010 Standards” and Guidance on the 2010 Standards from the revised regulations for Titles II and III.
Facility Condition Assessments (FCA) are a core service area and has become a premier area of technical expertise for our firm for over 30 years. Owen has performed FCA, recommendations for maintenance and repair, life cycle costs analysis, cost estimates, and associated work relating to improvements or replacements of more than $20 billion in public works construction, including public agency owned and operated office and municipal facilities, transportation agencies, courthouses, senior centers, universities, community college districts, K-12 school facilities, museums, city halls, correctional facilities, recreational and more.
Our hallmark is energy-efficient, sustainable, and workable solutions. In addition, we are commissioned by the State of California for the study and implementation of numerous energy efficiency projects. Owen has also conducted hundreds of energy audits over the last 25 years. During the course of many feasibility studies, we have identified a wide array of energy conservation measures (ECMs) for which our services have subsequently been retained for design and implementation of these ECMs, which have included HVAC improvements, building envelope insulation, glazing replacements, advanced DDC networked controls, central plant systems, day lighting and occupancy lighting controls, and energy efficient HVAC systems. Owen also implements strategies for non-toxic materials and use of renewable energy sources, which are now dominant in school design, specifically with the California Proposition 39.
Owen provides seismic evaluations of existing structures, both buildings and other structures. Our extensive seismic evaluation experience has included the Los Angeles Unified School District, City of Los Angeles for ductile concrete buildings and soft story retrofit ordinances, Caltrans, DGS, DSA, OSHPD, and other agencies, as well as the private sector market. Owen’s engineers are very active in structural organizations, committees, and educational programs, such as several SEAOC State Committees involved in the development of the next generation of design guidelines and codes. Our engineers are well versed with evaluation techniques as defined in structural guidelines by FEMA, including FEMA 356 (FEMA 273), FEMA 310 (FEMA 178, FEMA 267 and 267A (steel), and ATC-40 and ICC.
