Needs Assessment Study for the MEP Systems, Elevators, and Fire Protection Systems

The County of Los Angeles Department of Medical Examiner–Coroner facility is located at 1102, 1104A, and 1104 North Mission Road in Los Angeles, CA. It is comprised of three existing buildings on the campus.  Owen is providing design services to partially rehabilitate the existing 1104A building, which consists of a 25,800 square foot (sf) two-story building with an 18,400 sf service floor and a 9,200 sf basement, constructed in 1969.  The service floor includes laboratory facilities, which are continuing to expand. The building is in operation 24/7. The intent is to extend the life of the building for 15 to 20 years.

The basis of Owen’s work is the assessment of the condition of the building that was performed last year, which identified deficiencies in the building attributed to lifecycle expectancy and wear and tear.  Also, the basis of the work includes a number of items that were identified in the initial meeting and site visit.

The primary deficiencies that are being assessed include the following:

  • Building codes non-compliance
  • Fire and life safety\ADA non-compliance
  • Malfunction and substandard operation
  • Technological and age obsolescence
  • Equipment and systems capacity limitations
  • Energy inefficiency
