SOUTHERN CALIFORNIA VETERANS CEMETERY, ORANGE COUNTY – STATE OF CALIFORNIA, DEPARTMENT OF GENERAL SERVICES – ARCHITECTUAL ENGINEERING RETAINER SERVICES

As a task order under Owen’s State of California, Department of General Services, Architectural Retainer Services Master Contract for Southern California, Owen is providing DGS with a concept plan for the Southern California Veterans Cemetery proposed to be located on approximately 125 acres in the City of Irvine’s Great Park in Orange County. The conceptual plan for will be for the build-out for the Cemetery for 100 years with 200,000 total burials, as well as cremation and pre-cast, in-ground burial crypts. Owen will support the environmental analysis being completed and incorporate the results as part of the concept plan.

As part of the concept plan, a detailed development for Phase 1 will include approximately 17 acres of onsite development per the Veterans Cemetery Grants Program (VCGP) Space Program Analysis. The plan will include a main entry roadway with a two-lane cortege assembly area, an administrative and visitors center building, maintenance building, one acre maintenance yard, committal shelter, flag assembly area, memorial walk, memorial section for monuments and memorials, and other services, such as surveying, mapping, and geotechnical.

Other phases will involve a draft concept plan, site characteristics report, site analysis plans, location of proposed structures, interment areas, design elements, and other concept elements.

The architectural phase involves concept floor plans and elevations, signage system, interior design scheme, furniture placement, and space program analysis.

Additional scope involves irrigation, landscape architecture, civil and utility design (sewer, storm water, natural gas, domestic water, irrigation, drainage, etc.), mechanical and HVAC, electrical, and plumbing design, and floor plans for MEP systems, as well as a hazardous materials site assessment, draft concept plan cost estimates, and meetings and coordination with DGS, CalVet, City of Irvine, and other stakeholders.

Once a conceptual plan is agreed upon by stakeholders, Owen will prepare a final concept plan.
